Creates a cell.

Usage:
	php cell_create.php <type> <name> [options]

	<type>: A the URL of the page relative to the root of the site
	<name>: The name of this cell

	[options]: Set options for the page

	           -template=<name>
	           -style=<name>
	           -section=<name>
	           -preferred_target=<target>      Sets the default target of this cell
Example:
	Create an article named 'Amazing news!' using the short template
	php cell_create.php Article "Amazing news!" -template=short -preferred_target=cells
